Description
The Arizona Department of Health Services is seeking a contractor to provide ongoing maintenance, operations, enhancement, and technical support for the HANDS 2.0 eligibility and data-management system, Participant Portal, and Vendor Web applications used by WIC programs. The scope covers software updates, bug fixes, security fixes, component upgrades, agile requirements and development, release management, database and infrastructure support, performance optimization, data and end-of-day processing, documentation, and transition services. The contractor must provide a full-time team consisting of an operations manager, business analyst, two quality assurance analysts, three developers, and three customer service representatives. Responsibilities also include first- and second-level WIC service desk support, a commercial off-the-shelf ticketing application, a VoIP phone system with call routing and reporting, toll-free support numbers, appointment and expiring-benefit reminders by text, email, and automated phone call, monthly reporting, and support for WIC electronic-benefit-transfer operations. The contract is federally funded, has a one-year initial term with successive 12-month extensions up to a seven-year maximum, and requires compliance with extensive security, privacy, HIPAA, insurance, and Arizona information-technology requirements.
