Description
The Pennsylvania Department of Transportation is soliciting application development, maintenance, production support, service management, release management, transition, modernization, and turnover services for four business-critical, highly complex custom applications supporting the Bureau of Motor Vehicles. The scope includes full software development lifecycle activities, application maintenance, incident and problem management, 24x7 critical operational support, service-level reporting, technology updates, testing, training, work-order-based enhancements, and transition from the incumbent provider. The applications use diverse technologies including Java, JavaScript, IBM App Connect Enterprise, Oracle, Azure Kubernetes Service, Vue.js, and related enterprise platforms. The contract requires a technical proposal, cost proposal, SDB participation submittal, VBE participation submittal, and PennDOT Diverse Business submittal. Offerors must meet or obtain waivers for the 20% Small Diverse Business and 3% Veteran Business Enterprise goals, submit a disaster recovery plan, accessibility materials, personnel information, past-performance references, and other required forms. The selected offeror must perform at least 50% of the total contract value, and the contract includes a 36-month initial term with seven one-year renewal options.
