Description

The National Agricultural Library is seeking ongoing operational support, maintenance, training, and enhancement services for the VocBench open-source platform supporting NALTerms and related vocabularies. The work includes migration support to NAL-managed cloud servers; configuration maintenance; troubleshooting user, workflow, and system issues; evaluation and implementation of open-source updates; user-access administration; editorial workflow support; vocabulary-management guidance; and response to support requests within two business days. Training may include refresher sessions, new-feature and workflow instruction, and onboarding for new staff or community editors, and may be delivered virtually. The contract also includes optional development services of up to five days annually for workflow improvements, automation aligned with USDA indexing processes, enhanced SKOS, TTL, NT, XML, and JSON-LD input/output, visualizations, and quality-control pipelines. The anticipated structure is one one-year base period plus four one-year option periods, with a total period of performance from September 30, 2026, through September 29, 2031. Quotations must include pricing for all line items, a technical proposal demonstrating understanding of the Statement of Work, and the completed and signed price schedule.
