Description
The South Coast Air Quality Management District is requesting proposals from qualified organizations to provide a broad range of software systems development, maintenance, and support services. The scope includes project management; requirements analysis; application design, development, testing, deployment, documentation, maintenance, and security; enterprise platform support for PeopleSoft, Sitefinity, Esri ArcGIS, and OnBase; CRM and business analytics; mobile applications; data engineering and integration; cloud-native and hybrid-cloud solutions; DevSecOps; and artificial intelligence, machine learning, and automation services. The resulting task-order contract will have a one-year base term with two one-year extension options. Work will be issued as task orders, with no guaranteed minimum number, value, or type of task orders. Proposals must include technical, cost, certifications and representations, and sample-task-order volumes, along with required business and past-performance information. The technical proposal is limited to 40 pages, excluding resumes, sample documents, and work plans. Participation in the October 21, 2026, bidder's conference is mandatory, and the sample task order will be provided at that conference.
