Description
The Commonwealth of Pennsylvania, through the Pennsylvania Department of Transportation, is seeking a contractor to provide engineering, computer software support, and computer software development services to supplement personnel supporting and maintaining PennDOT's Bridge Engineering Software and related highway applications. Required personnel qualifications include bridge design engineering experience, PennDOT bridge design experience, professional engineering licensure in Pennsylvania or supervision by a Pennsylvania-licensed professional engineer, project and IT project management experience, and software development and maintenance experience using technologies such as Fortran, Visual Basic, XML, and HTML. The procurement also requires compliance with Commonwealth and PennDOT information technology, security, accessibility, and data-protection standards. The contract is deliverable-based with established pricing, has a 24-month initial term, three one-year renewal options, and a possible three-month extension. Proposals must include technical, cost, Small Diverse Business, Veteran Business Enterprise, and PennDOT Diverse Business submissions, with participation goals of 18% for SDB firms and 3% for VBE firms.
