Description
The University of Akron seeks a contractor to provide comprehensive hazardous waste disposal services for campus operations. The scope includes removal, packaging, classification, labeling, transportation, treatment, storage, and disposal of bulk solvent waste, aqueous waste, used vacuum pump oil, laboratory-pack chemicals, compressed gas cylinders, aerosol cans, PCB-containing waste, mercury and poisonous waste, shock-sensitive and potentially explosive chemicals, water-reactive and pyrophoric materials, drums, and containers with residual waste. Radiation and biohazard wastes are excluded. The contractor must provide trained and certified personnel, protective equipment, packaging supplies, licensed and insured transportation, hazardous waste manifests and shipping documents, disposal records, compliant RCRA-authorized treatment, storage, and disposal facilities, and clear waste-based invoices. The contractor must also schedule removals, provide emergency spill response within four to six hours' notice, describe accident-mitigation capabilities, and submit an annual waste-disposal report. Proposals must include a detailed company proposal, pricing template, two sample invoices, references and relevant experience, staff qualifications and training records, TSDF information and regulatory-compliance documentation, fiscal and safety information, and a backup plan for temporary TSDF shutdowns. The initial contract term is three years and two months, with up to two one-year renewal periods.
