Description
The City of Hudson is soliciting bids for preventative maintenance and relay testing at the College Street Substation and RAMCO. The scope includes inspection and testing of medium- and high-voltage circuit breakers, a liquid-filled power transformer and load tap changer, lightning arresters, feeder bus cables, control and metering transformers, protective relays, ground-grid connections, and related switchgear. The specifications require testing procedures based on NETA or similar published guidelines, and the testing firm must be independent, have at least ten years of continuous electrical-equipment testing experience, and be an Associate Member of NETA or independently certified to similar standards. Technicians must be trained and experienced; the lead on-site technical person must hold ANSI/NETA ETT-2000 Level 3 or higher certification, or an equivalent certification, and have at least ten years of electrical-testing experience. The bidder must provide all necessary tools and safety equipment and submit a complete test report with evaluation of findings within 60 days after completing the work. The solicitation requires a notarized Statement of Bidders Qualifications documenting at least three years of similar work, at least three comparable completed projects, three similar-work references, financial and experience information, and other qualifications. A bid must include bid security consisting either of a Bid Guaranty and Contract Bond for 100% of the bid or a certified check, cashier's check, or letter of credit for 10% of the bid. Required insurance includes general and automobile liability coverage with a $1,000,000 combined single limit and workers' compensation coverage, although the specifications state that certificates are provided before work begins.
