Description

The Department of Veterans Affairs is seeking a contractor to provide a four-bed, 24-hour-per-day, seven-day-per-week community-based Intensive Outpatient Program sober residence in Summit County, Ohio. The contractor must provide temporary residential housing and supportive services for qualified Veterans receiving substance use disorder treatment, including Veterans with co-occurring mental health conditions and those who are difficult to engage. Services include case management by a licensed social worker, supportive social services, transportation to VA and community appointments, meals, laundry, medication storage, structured activities, crisis response, and a safe, drug- and alcohol-free residential environment. The facility must accommodate male and female Veterans with appropriate separation, meet applicable safety and licensing requirements, and provide onsite staffing 24 hours a day, seven days a week. The solicitation establishes a fixed-price indefinite-delivery, indefinite-quantity contract with five one-year ordering periods, from November 1, 2026, through October 31, 2031. The estimated requirement is 1,460 bed-days per year, with a total maximum of 10,000 bed-days across all ordering periods. Amendment 0001 clarifies that the contractor may manage overall residential capacity if it can accommodate approved VA referrals within the required timeframe; at least two beds must be unoccupied during the pre-award facility inspection; no period of sobriety is required for admission, although Veterans may not actively use substances in the facility; normal documented admission or exclusion criteria may be applied; and ADA requirements apply to the four contracted beds or rooms and utilized common or public spaces. The contractor must submit technical information demonstrating its approach and facility readiness, evidence of licensed social-worker qualifications, three recent similar-contract references, pricing, and the specified completed and signed solicitation attachments.
