Description
The Town of Parachute is seeking a qualified planning consultant or firm to serve as the Town Planner and provide comprehensive, as-needed municipal planning services. The scope includes reviewing development applications, site plans, subdivisions, planned unit developments, conditional or special use permits, variances, annexations, rezoning requests, and other land-use applications; preparing staff reports, findings, recommendations, and approval conditions; coordinating with applicants and outside agencies; and attending Planning Commission and Town Council meetings as requested. Additional services may include comprehensive planning, growth management, annexation studies, economic development initiatives, grant support, community engagement, municipal code and zoning-regulation updates, development-process improvements, planning and zoning interpretations, policy research, and preparation of planning-related documents. Proposals must describe the firm's qualifications, team, experience, approach, communication methods, hourly rates and pricing structure, estimated annual cost, and three to five recent municipal or public-agency references. Proposals are limited to eight pages for narrative content, excluding the cover letter, cover page, resumes, and required proposal forms. The agreement is anticipated to have a five-year term with annual renewal, subject to appropriation.
