Description
Spalding County is seeking qualifications from a Georgia-licensed attorney or law firm to serve as County Zoning Attorney. The selected counsel will advise and represent the Board of Commissioners, County Manager, and County departments on zoning, land use, planning, zoning-code updates and compliance, land-use applications and appeals, property and real-estate law, contracts, intergovernmental agreements, ordinances, policies, public-disclosure requirements, discrimination laws, governance, ethics, and conflict-of-interest matters. The scope includes written and verbal legal opinions, contract and ordinance drafting and review, representation before courts and administrative agencies, attendance at zoning and related County meetings, coordination with special counsel, and timely support by telephone and email. Respondents must demonstrate Georgia licensure and good standing with the Georgia State Bar, provide qualifications for three attorneys, relevant governmental and municipal-law experience, references, workload capacity, availability, conflict information, confidentiality practices, and quality-assurance and communication approaches. The contract term is two years, with up to one one-year extension by mutual agreement; payment terms will be negotiated based on the selected respondent’s proposed hourly rates.
