Description
The Regional Transportation District seeks an independent consultant to conduct a comprehensive assessment of its Access-a-Ride and Access-on-Demand paratransit programs and develop an Accessible Transportation Service Plan. The work includes project management, stakeholder and public engagement, review of two to six peer transit agencies, current-service performance analysis, needs and service-gap analysis, performance frameworks and service-improvement strategies, cost-benefit analysis, and an FTA and U.S. Department of Transportation compliance report. The consultant must produce reports, presentations, engagement materials, website support, and a practical implementation roadmap addressing access, reliability, equity, cost-effectiveness, technology-enabled service models, and long-term financial sustainability. Services will be performed on-site and remotely, with possible in-person meetings at RTD offices. Tasks 2 through 7 are due by June 30, 2027; Tasks 8 and 9 are due by November 30, 2027; and the overall period of performance ends December 31, 2027. The solicitation includes a 10% Small Business Enterprise participation goal and requires accessible, WCAG 2.1 Level AA-compliant deliverables, with Spanish translation for public-meeting documents at minimum.
