Description
The Ohio Department of Youth Services is seeking a transportation contractor for its Connecting Loved Ones Sooner Than Expected program. Services include round-trip transportation for approved family members, parents, and guardians from designated pickup locations in Akron, Cincinnati, Columbus, Cleveland, Dayton, Toledo, Warren, and Youngstown to three correctional facilities and two private youth facilities. The work includes recurring weekend visitation trips, occasional special-event trips, passenger identification and sign-in procedures, timely return transportation, tolls and fees, and a 15-minute break for trips exceeding three hours. Vehicles capable of transporting more than 20 passengers must be ADA compliant and able to accommodate car seats. The contractor must provide Federal Motor Carrier Safety Administration registration and a United States Department of Transportation number, and all drivers must hold Ohio driver's licenses. Awards will be made to one contractor per region, with a contractor eligible for multiple regions. Proposals must include a technical proposal and a separate cost proposal, submitted as separate electronic components; the technical proposal is evaluated on the offeror profile, fleet and licensure, transportation plan, sign-in and identification procedures, service quality, and associated costs. The contract may be renewed annually for up to 24 additional months.
