Description

The City of Norwalk, through Norwalk Transit System, is soliciting proposals for three transportation service components: advanced reservation and on-demand dial-a-ride subscription services; a paratransit demand-response user-side subsidy transportation program; and Norwalk Community Link microtransit service. Proposers may bid on one or more components, and the City may award separate contracts. Services include accessible transportation for older adults and people with disabilities, shared and on-demand rides, reservation and dispatch operations, customer service, vehicle operations and maintenance, fare collection, safety and incident response, and National Transit Database reporting. Part A uses City-furnished vehicles for curb-to-curb service within Norwalk, including subscription, nutrition, and late-evening services. Part B supports subsidized trips for eligible Norwalk seniors and disabled residents to specified medical and dental destinations in Bellflower, Downey, Lakewood, Santa Fe Springs, and Whittier, using taxis, transportation network companies, dedicated vehicles, or other approved models. Part C requires a technology-enabled shared-ride microtransit service with mobile, web, and telephone booking; dynamic routing and dispatch; accessible vehicles; customer communications; data dashboards and reporting; marketing and outreach; and ongoing fleet, safety, and operational management. The initial contract term is three years, with two optional one-year extensions, and service is scheduled to begin January 1, 2027.
