Description
The City and County of Denver, through its Department of Public Health and Environment, seeks a consultant to support perinatal service providers and families. The scope includes outreach and education for doulas seeking Health First Colorado enrollment; training and technical assistance for doulas, lactation consultants, and midwives; an environmental scan of perinatal resources and referral pathways; provider education; potential coordination with 211; and at least three recommendations to improve navigation and referrals. The contractor will support implementation during Phase 1 from December 1, 2026, through September 30, 2027, and continued support during Phase 2 from October 1, 2027, through September 30, 2031. Duties include monthly progress meetings, maintaining current knowledge of Health First Colorado requirements, strengthening community resource networks, and connecting families with providers. Applicants must demonstrate relevant technical-assistance and training-material experience, experience with Health First Colorado provider enrollment and reimbursement processes, and the ability to meet the stated organizational eligibility requirements. Proposals must include a narrative response, a completed project work plan, and a completed budget template.
