Description
The U.S. Geological Survey is seeking a firm-fixed-price contractor to develop an operative CoastSeg-like software system for scalable satellite shoreline processing and coastal change analysis. The system must acquire, organize, and process satellite imagery and related geospatial data; track downloads and processing status; support configurable machine-learning shoreline extraction and post-processing workflows; preserve metadata, logs, configurations, model information, and outputs; and operate on the USGS Advanced Research Computing environment. The scope includes strategic planning, prototype development, code enhancement, validation using Landsat and Sentinel-2 imagery over an example U.S. coastline reach of at least 50 kilometers, code review and publication in an approved repository, final documentation, training materials, and one virtual training session for USGS staff. The contractor must provide source code, configuration files, test workflows or data, technical reports, installation and usage documentation, and materials sufficient for independent government maintenance and future extension. Work is to be performed at the contractor's facility with periodic virtual coordination meetings.
