Description
Wake County Public School System is soliciting proposals for multilingual student literacy and reading intervention solutions across three components: a phonics-based solution for grades 3–12 multilingual learners; supplemental literacy resources and an online portal for secondary educators and students; and an instructional solution for K–2 multilingual newcomer students. Approximately 16,000 multilingual learners and 300 ESL teachers are expected to use the solutions. Component 3 may be satisfied through a provider-delivered live virtual one-on-one foundational literacy intervention service or a curated collection of complementary instructional resources, books, teacher supports, assessments, and vocabulary-development materials. Component 2 requires an online portal; Components 1 and 3 may be proposed without an online component. Proposals may address one or more components and must include the required company profile, technical approach, implementation timeline, progress-monitoring tools, evidence of success, past performance and references, cost proposal, signed execution page, and descriptive literature or specifications. Vendors must provide two samples per product to the WCPSS ESL Department. Experience criteria apply to all proposals, while criminal background checks apply to personnel providing in-person or virtual professional development or tutoring. For virtual components, at least three references are sufficient, and accessibility requirements may be met through a documented remediation plan with committed dates. The contract may run for one year with two additional one-year renewal terms, and no performance bond is required at this time.
