Description
The North Carolina Community College System Office is seeking a qualified third-party vendor to administer a statewide virtual Workforce Diploma Program in partnership with community college Adult High School programs. The selected vendor will provide competency-based high school diploma coursework and comprehensive student support for eligible North Carolina residents age 21 or older who lack a high school diploma or equivalent. Required capabilities include academic assessments, transcript evaluations, individualized learning plans, proactive engagement, mentoring, career advising, online tutoring, literacy and numeracy remediation, employability-skills certifications, workforce-credential preparation, employment-readiness services, milestone tracking, and employment assistance. The vendor must have administered at least three statewide adult high school diploma programs outside North Carolina, maintained a specified graduation rate, hold external regional accreditation, and offer coursework aligned with North Carolina graduation requirements. The solution must support statewide technology integration, accessibility, security, disaster recovery, data management, training, technical support, and implementation by October 1, 2026. The total funding available may not exceed $2,150,000, with performance-based payments of up to $7,500 per participant.
