Description
The U.S. Department of Energy's Western Area Power Administration is soliciting a firm-fixed-price, two-phase design-build contract for the end-of-life replacement of four 525-kV series capacitor banks at Maxwell Capacitor Bank Station, Tracy Substation, and the Olinda South and Olinda North substations. The scope includes engineering and integration design, procurement or manufacturing, demolition and disposal of existing equipment, construction of new foundations and platforms, installation of capacitor banks and ancillary equipment, protection and control integration, testing, commissioning, and final turnover. The project is expected to exceed $80 million and requires full and open competition. Phase Two offerors must submit price and contract documentation, a design-build team organization submission, key-personnel resumes, a project execution and technical solution narrative, a network analysis schedule, and supporting forms and attachments. A bid guarantee is required at 20% of the bid price or $3,000,000, whichever is less. The solicitation requires an approved Project Labor Agreement before award and requires use of new OEM equipment sourced through authorized channels. The final completion deadline is no later than June 30, 2033.
