Description
Knoxville Utilities Board is soliciting bids from contractors pre-qualified in Electric Utility Construction, Unlimited 161kV, specifically category 5.2. Bids will not be accepted from contractors who are not pre-qualified before bid opening. The project will rebuild approximately 1.76 miles of the BE 69kV transmission line serving the Island Home Substation. Work includes replacing wood poles with steel monopole structures, installing an additional 795AAC conductor per phase, transferring existing 69kV conductors and 13kV underbuild facilities, transformers, secondary lines, street lights, services, and SCADA facilities, and replacing shield wire with 144-fiber optical ground wire (OPGW) cable. KUB fiber crews will test and terminate the OPGW cable, while the contractor will install associated optical and fiber assemblies. The contractor must provide labor, equipment, incidental materials, traffic control, excavation, pole setting, grounding, guying, conductor installation and sagging, restoration, temporary fencing, erosion and sediment controls, and safety and quality-control activities. KUB will furnish major electrical materials, including poles, transformers, conductors, OPGW, and associated hardware. Bidders must submit lump-sum pricing for the base work and additive fiber-transfer alternate. A 5% bid bond, 100% performance bond, 100% payment bond, and specified insurance coverage are required. The agreement is planned as a one-year base term with four one-year renewal options, with no guarantee of work.
