Description
The City of Richland is establishing its 2027 prequalified electrical contractor list for Richland Energy Services. Prequalification is required before contractors may receive bid documents for electrical utility construction or improvement work in the selected categories: electrical distribution from 2,400V to 15,000V; electrical transmission from 52,000V to 230,000V; electrical substations from 2,400V to 230,000V; and secondary electrical systems from 0V to 600V. The scope includes overhead and underground lines, transformers, cables, distribution equipment, transmission structures, substation equipment and controls, street lighting, secondary services, and emergency repairs. Applicants must submit the completed prequalification application and supporting materials, including an experience and qualifications letter, Washington registration certificate, bonding-company letter, largest recent payment and performance bond, audited or certified financial statements, OSHA 300 Logs for 2023–2025, Labor and Industries citations for 2023–2025, supervisory personnel resumes, work-experience forms for each selected category, and an equipment and vehicle list. Applicants must document three recent projects in each requested category performed as the prime/general contractor within the past five years. The application also addresses licensing, insurance capacity, safety practices, financial capability, litigation, defaults, and business history. Contractors approved for 2027 must reapply in October 2027 to remain prequalified for 2028.
