Description

The City of Moreno Valley is seeking qualified architectural and engineering services to develop a complete, coordinated, code-compliant, and permit-ready design for a new two-story Moreno Valley Utility dispatch and operations center at the existing MVU Field Office. The approximately 18,600-square-foot facility will support 24-hour utility dispatch, system monitoring, outage response, emergency operations, field-crew coordination, administrative functions, communications, technology operations, training, and staff support. The project includes demolition and site improvements, parking, EV-ready infrastructure, solar-carport-ready provisions, utilities, drainage and stormwater work, landscaping, security improvements, and a new masonry wall. The selected consultant will provide multidisciplinary architectural, structural, mechanical, electrical, plumbing, fire protection, fire alarm, civil, landscape, interior design, lighting, low-voltage communications, technology, security, geotechnical, surveying, utility-locating, permitting, and plan-check support. Services also include schematic through final permit-ready design, coordination with authorities having jurisdiction and utility providers, bidder questions and addenda, submittal and shop-drawing reviews, requests for information, site observations, field reports, punch-list inspections, and technical support during bidding and construction. California-licensed architectural and engineering professionals are required. The consultant will not perform construction but may use approved subconsultants. Construction is anticipated to begin in early 2028 and be completed by mid-2029.
