Description
The City of Riverside Public Works Department is soliciting bids for traffic control services supporting the 2026 Festival of Lights. The selected contractor will implement temporary street closures and deploy, maintain, and remove changeable message signs, temporary roadside signs, water-filled barricades, crashworthy barriers, security gates, and other traffic-control devices along City streets, State highways, freeway shoulders, and ramps in and around Downtown Riverside. Work is scheduled from November 2026 through January 2027 and includes multiple traffic-control plans covering the festival switch-on ceremony, recurring Thursday-through-Sunday operations, street and parking-lot closures, freeway message signs, an exit-ramp closure, a pedestrian mall, and related event activities. The contractor must provide labor, equipment, barricade water, permits, and coordination with the City's Traffic Engineering Division. Bidders must have at least three years of relevant experience, an active C-31 Construction Zone Traffic Control Contractor license when applicable, and active California Department of Industrial Relations registration when applicable. The award will be based entirely on price among bidders meeting the minimum qualifications.
