Description
The City of Providence Department of Housing & Human Services seeks an organization or collective to provide mobile, peer-led behavioral health outreach to residents disproportionately affected by substance use and behavioral health challenges. The scope includes recruiting, training, and supporting peer outreach staff; conducting approximately 40 hours per week of mobile street outreach, including evenings and weekends; distributing harm-reduction and basic-needs supplies; providing education, referrals, transportation coordination, peer recovery support, case management, and warm handoffs; and responding to overdose alerts, 3-1-1 requests, extreme-weather needs, and other City-directed priorities. The contractor must coordinate with the Department on outreach locations, scheduling, service coordination, data collection, and evaluation. Required deliverables include outreach strategies and overdose response plans, monthly schedules and reports, referral-tracking data, quarterly performance and narrative reports, and a final report. Proposals must include the required bid forms, proposal narrative, work timeline, staff resumes, applicable letters of commitment, detailed budget and budget narrative, other funding sources, fiscal-capacity information, and a certificate of good standing for the organization's 501(c)(3) status. The anticipated initial performance period is January 1 through December 31, 2027, contingent on budget approval, with two one-year extension options.
