Description
The Employment Development Department is soliciting as-needed locksmith services for multiple facilities in Riverside and San Bernardino Counties from January 1, 2027, through December 31, 2029. The contractor must furnish labor, tools, equipment, and materials for inspections, consultations, maintenance and repair work orders, minor emergency repairs, and related locksmith tasks. The scope includes key cutting and duplication, rekeying, lock and door-hardware replacement, crash bars and door closers, master-key systems, padlocks, keypad and key-fob/card-access locks, magnetic locks, electronic door releases, and other electric access systems. The contractor must hold a valid California C-28 Lock and Security Equipment contractor license, respond to routine requests within 24 hours and emergency calls within two hours, and perform work during normal business hours unless otherwise arranged. The solicitation does not guarantee a specific volume of work and requires the contractor to self-perform; subcontracting is not allowed. Bids are evaluated based on the lowest responsible hourly-rate bid meeting specifications, with materials reimbursed at cost plus up to a 10% markup.
