Description
Broward County seeks qualified vendors to provide one or more of five banking service groups: lockbox services; merchant card services; purchasing card services; third-party custodian and safekeeping services; and treasury services. Vendors must perform the work for each proposed service themselves, without subcontracting or outsourcing. The County may award each group to one or multiple vendors. A separate evaluation response, pricing, and required documents are required for each group proposed. Addendum No. 12 updates the Group 2 functionality checklist and demonstration script to require dual approval controls for payment initiation. Addendum No. 13 revises the Group 2 evaluation response to request an overview of the vendor's organizational structure, merchant-card-services experience and markets, and whether it is a direct processor or an independent sales organization, including affiliations. It also replaces the Payment Card Processing Questionnaire; the completed replacement must be submitted with the response and requires disclosure of the proposed processing solution, related parties and their roles and compensation, compatibility and compliance details, and a current PCI Attestation of Compliance or an explanation if unavailable. Addendum No. 11 clarifies Group 1 lockbox transaction volumes and processing and deposit requirements. Addendum No. 14 updates the tiebreaker criteria and requires complete and accurate information in the initial response to receive credit. Addendum No. 15 replaces the pricing worksheet, which must be submitted for each proposed banking service and includes service-specific fees and five-year pricing calculations.
