Description
The Cape Girardeau Police Department is soliciting sealed bids for three related service areas: vehicle towing, recovery, storage, and related services; heavy-duty and commercial vehicle towing, recovery, transport, storage, and related services; and vehicle lockout services for vehicles with manual and power/electric locking systems. Towing and recovery work may include accident, impound, abandoned-vehicle, evidence-vehicle, tractor-trailer, bus, truck, trailer, rollover, load-shift, and cargo recovery support, along with secure storage. The selected provider must supply qualified personnel, appropriate towing and recovery equipment, required licenses and insurance, and secure storage facilities. Services are expected 24 hours per day, seven days per week, including holidays. Lockout services must cover the specified service area, dispatch a unit within 15 minutes of a police or fire call, maintain detailed service records, and provide monthly reports. The lockout bid packet includes a bidder response form with a proposed maximum flat rate and certifications. Bids must include capability descriptions, equipment and personnel information, fee schedules, storage-security information, response times, and applicable references. The contract is effective September 30, 2026; the lockout agreement may be extended for up to two additional one-year terms by mutual agreement.
