Description
The City of Orlando is soliciting sealed bids for a term contract covering the supply and delivery of new packaged and bulk vehicle fluids, including motor oils, hydraulic fluids, gear oils, engine coolants, diesel exhaust fluid, transmission fluids, and grease. The solicitation is divided into three groups: individual packaged containers, bulk delivery items, and waste-oil collection, recycling, and disposal. Addendum One clarifies that bidders may submit for Groups 1 and 2 without bidding Group 3, which may be awarded separately. The contract also includes scheduled and on-call collection, transportation, recycling, and disposal of used oils, hydraulic and gear fluids, brake fluids, coolants, oily water, oil filters, contaminated fuel, grease, and diesel exhaust fluid. Contractors must provide collection drums or tanks, comply with applicable environmental regulations, hold Florida used-oil transporter registration and a valid EPA identification number, maintain compliant delivery and vacuum tanker vehicles, and provide a written emergency spill response plan with 24/7 response capability. Name-brand products or approved equivalents are required, bulk deliveries must generally be made within 24 hours of order placement, and the City may award by group, item, or to multiple suppliers.
