Description

Orange County is seeking one contractor to receive, weigh, inspect, accept, process, sort, store, and market County-collected single-stream recyclable materials through a contractor-owned or leased designated materials recovery facility. The facility must be within a 17-mile geodesic radius of the County Landfill Offices at 5901 Young Pine Road in Orlando, have capacity for at least 6,750 tons per month and 81,000 tons annually, operate indoors, maintain certified scales, accommodate simultaneous unloading, achieve a 20-minute average vehicle turnaround, manage contamination and residue, market recovered commodities to legitimate end markets, and provide reporting, safety, education, tours, recycling composition studies, and contingency operations. Optional transfer-station transfer and transport services are also requested. The contract is intended to commence on January 1, 2030, with a 15-year operating term and two optional five-year renewal periods. Proposers must demonstrate municipal recycling and facility operating experience, financial strength, technical and marketing approaches, a designated MRF location, pricing, and required compliance documentation. A $75,000 proposal bond is required, and a performance bond is required after award when the contract amount exceeds $200,000. Responses must be submitted electronically through the OpenGov e-procurement platform using the County's prescribed forms and formats; hand delivery, mail, telephone, fax, and email submissions are prohibited.
