Description
This invitation for bids covers a federally funded, two-phase traffic signal upgrade project in Orange County, Florida. The contractor must furnish and install traffic signal controller cabinets and uninterruptible power supplies at various locations, along with foundations, battery backup systems, conduits installed by open trench and directional bore, pull and splice boxes, electrical service wire and disconnects, loop detectors, vehicle detection systems, traffic controllers, communications cabling, fiber-optic components, managed Ethernet switches, wireless communication devices, remote power management units, maintenance of traffic, clearing and grubbing, and related construction work. Phase I includes 83 signal cabinets and 25 UPS cabinets; Phase II includes 81 signal cabinets and 25 UPS cabinets. The project requires FDOT prequalification in the computerized traffic control, intelligent transportation systems, and traffic signal major work classifications, with prequalified prime contractors required. Bidders must submit pricing for both phases and the bid alternative, use the County's standard response forms, provide similar-project references, and comply with federal-aid requirements including Davis-Bacon prevailing wages, Buy America, DBE reporting, E-Verify, and applicable environmental and traffic-control requirements. Addendum No. 1 updates the applicable prevailing-wage determination and requires acknowledgment of the addendum. The contract schedule provides for substantial completion within 700 days and final completion within 710 days after the official Notice to Proceed.
