Description
Lake County, Florida is soliciting a collection agency to collect fees and costs associated with medical services provided by Lake County Fire Rescue, including emergency medical services reimbursements and amounts owed by current or former employees. The contractor will perform billing, claims filing, invoicing, payment processing, account research and skip-tracing, patient and payer communications, returned-mail handling, payment-plan negotiations, probate and bankruptcy monitoring, customer service, and litigation referrals subject to County approval. The contractor must provide secure billing and payment access, electronic and paper billing, reporting, records management, multilingual customer service in English and Spanish, HIPAA-compliant systems and procedures, a HIPAA compliance officer, a continuity of operations plan, disaster recovery capabilities, annual and monthly reports, and required training. The proposal must include the County's submission form, law-compliance affidavit, pricing sheet, references, collection-agency registration and licensing documentation, W-9, Sunbiz registration proof, pricing support, proposed solution, continuity plan, report sample, HIPAA compliance officer resume, Notice of Privacy Practices sample, financial stability statement, litigation information, insurance evidence, and any applicable addenda. The contract is an indefinite-quantity arrangement with no guaranteed usage or expenditure, consisting of an initial one-year term and two optional two-year renewal terms.
