Description
The Orlando Utilities Commission is soliciting proposals from one qualified supplier to provide background check services for employees and individual contractors. Required services include seven-year county and state criminal history searches with all available arrest records regardless of disposition, searches under all provided names and aliases, nationwide criminal searches, international criminal history checks when applicable, Social Security number traces or verification, motor vehicle reports, national sex offender registry checks, Office of Foreign Assets Control screenings, education verification, employment verification, and adverse-action support. The HR package includes education and employment verification; the administrative and international packages do not. Contractors must submit applications and pay directly through the supplier portal, while OUC-billed services cover OUC Human Resources and approved administrative users. The selected supplier must provide and operate a portal for OUC divisions, contractors, and suppliers, support secure handling of personally identifiable information and FCRA compliance, describe integrations with Applicant Tracking Systems, and support contractor screening separately from any pre-employment integration. The prime bidder must have more than 10 years of experience in the background-screening industry. The anticipated go-live date is January 2027, and pricing changes may be considered for the fourth- and fifth-year renewal options. The incumbent is identified as Sterling/First Advantage.
