Description
Orange County is soliciting bids for a five-year requirements contract covering preventive HVAC maintenance, inspections, filter changes, repairs, replacements, installations, and related services at Utilities facilities, water reclamation and supply sites, solid-waste facilities, administrative buildings, and pump stations. Respondents may bid on Lot A, covering building sites, and/or Lot B, covering pump station sites. The County is not obligated to purchase a minimum quantity. Preventive maintenance is generally quarterly, with additional operational inspections for specified equipment. The scope includes HVAC units, chillers, pumps, comfort-cooling equipment, variable-frequency drives, fans, central fan systems, refrigerant systems, and associated components. Filter replacements are included in the bid pricing and generally require MERV 8 media. On-call routine and emergency work must include rapid response, written repair estimates, service reports, qualified licensed personnel, EPA Section 608 Universal certification for technicians, background checks and five-panel drug screens for designated staff, safety compliance, and fully equipped service vehicles. Parts and equipment outside consumables will be reimbursed at actual cost, with an estimated five-year budget of $875,000 per lot for those items.
