Description
Weld County seeks a technology vendor to provide and implement an enterprise records management solution for the Clerk and Recorder. The solution must support in-person and electronic recording; scanning, labeling, indexing, storage, search, retrieval, redaction, confidential-record controls, certified-copy purchases, paid subscriptions, public and authenticated citizen portals, marriage and civil-union licensing, passport acceptance, property-fraud alerts, accessibility compliance, and data migration. The existing environment contains approximately 10.6 million indexed records and 2.9 TB of documents, including dynamically redacted records. The proposal must address integrations with systems including Harris RealWare, Colorado Vital Records, ShareFile, Microsoft identity services, ESRI, Accela, CanAm, Workday, and Laserfiche, as applicable. Vendors must complete the provided Vendor Response Form and Pricing Table, submit native Excel versions of both, and provide requested qualifications, references, project and training plans, application diagrams, reports, SOC 2 and penetration-test documentation, and other supporting materials. The county permits hosted, SaaS, or on-premises approaches and will evaluate functionality, technical and security fit, pricing, and vendor qualifications.
