Description

The U.S. Food and Drug Administration seeks a single Service-Disabled Veteran-Owned Small Business contractor to operate one contractor-hosted Fully Integrated Records Facility supporting agency-wide task orders. The scope includes receiving, sorting, triaging, processing, tracking, scanning, imaging, indexing, cataloging, storing, retrieving, distributing, redacting, and disposing of paper and electronic records and regulatory submissions; data entry and stakeholder support; courier services; temporary records storage; shredding; and transition activities. The contractor must provide and manage a facility of at least 20,000 contiguous square feet within a 60-mile round-trip distance of the FDA White Oak Campus, support a compliant document-tracking system, maintain required physical and information security controls, and obtain or support required FDA authorization to operate. The IDIQ has a five-year ordering period, a six-month option to extend services, a $10,000 guaranteed minimum, and a $50,000,000 ceiling. The proposal requires a signed cover letter and three separate volumes: a technical proposal, business/price proposal, and past-performance volume, including facility documentation, technical and management approaches, pricing worksheets, relevant experience, and past-performance references.
