Description
CIS is seeking qualified vendors to administer its self-insured medical health plans and provide broad healthcare provider network access. The scope includes claims processing, cost-mitigation strategies, healthcare utilization and cost-trend reporting, compliance support for HIPAA and mental health parity requirements, coordination with point solutions, and administration of CIS's existing plan designs without deviations. The selected vendor must provide member-facing tools and resources, including provider directories, cost-estimator tools, benefits education, open-enrollment and new-hire support, customer service, appointment and referral assistance, and care coordination. The program serves approximately 270 public member employers, 13,000 active employees and retirees, and approximately 19,000 dependents, with provider access required throughout Oregon and wherever CIS has members. Proposals will be evaluated on quality, financials, qualifications, experience, finalist presentations, references, contract provisions, and exceptions or deviations.
