Description
The City of Bend seeks a vendor to provide and support a web-based software-as-a-service platform allowing title companies and members of the public to search the City's real estate lien docket for outstanding liens and balances. The solution must display map tax lots, addresses, lien numbers, lien types, amounts, lien dates, descriptions, and City-required notes; operate with City data without modification; and support daily automated data updates with success or failure notifications. The platform must include user messaging for communications with City staff and payoff requests, billing and usage tracking, City rebilling and markup capabilities, and monthly itemized billing by searching entity. Proposers must address software functionality, data services, IT compatibility, cybersecurity, hosting, support, privacy, and security requirements. The proposal package includes a transmittal letter, project approach, project team, related experience, price proposal, signed Exhibit B certifications, Exhibit D software functionality response, and Exhibit E IT and cybersecurity questionnaire.
