Description
The City of Bend is requesting proposals from consultants to provide on-call building plan review services for residential, multifamily, commercial, industrial, and complex projects. Work includes reviewing construction documents for compliance with applicable Oregon and City codes, documenting deficiencies with supporting code sections, reviewing corrections, completing special inspection documentation when applicable, attending meetings, and providing monthly progress billing. The City expects qualified personnel with applicable Oregon licenses or certifications and experience across a wide range of plan reviews. The City intends to award up to three agreements, with assignments based on turnaround time and demonstrated expertise. Initial reviews generally require turnaround within 14 business days for simple residential plans and up to 90 business days for commercial or larger projects; corrections are generally due within 14 business days. Proposals must include technical approach, team qualifications, related experience and references, pricing, certifications, and key personnel resumes. Sections 1–5 are limited to 20 pages, and appendices are limited to four pages.
