Description
The City of Bend is requesting proposals from qualified Construction Manager/General Contractor firms for the North Mirror Pond Parking and Event Space Project, Project No. 1PNMP, Solicitation No. 27-4221. The project will transform the existing North Mirror Pond Parking Lot into a multi-use public plaza and parking facility supporting community events, tourism, parking, and daily public use. The scope includes a performance platform, two-stall public restroom building, trash enclosure, bicycle parking, lighting, landscaping and irrigation, utility improvements, relocation of an existing fire hydrant, and improvements to Brooks Alley. The selected CM/GC will provide collaborative preconstruction services during design, including constructability reviews, cost estimating, value engineering, risk and logistics planning, scheduling, subcontracting and material-sourcing plans, and development of a Guaranteed Maximum Price proposal. Subject to successful GMP negotiations, the contractor may also provide early work and full construction services, including quality control, safety, public-access coordination, construction management, closeout, and related documentation. The conceptual construction estimate is $3,400,000, while the maximum total project budget is $5,000,000. The proposal must include a letter of transmittal, a technical proposal, completed assurances and certifications, a Safety and Health Statement, a completed Cost Proposal Form, a detailed cost proposal, and an Offsite Prevailing Wage Acknowledgement.
