Description
The United States Postal Service is soliciting a contractor for regular Contract Delivery Service on HCR 95976, serving the Paradise, California, and H004 route. The work includes casing, loading, transporting, exchanging, collecting, and delivering all classes of mail; operating the scheduled route daily except Sundays and holidays; performing extra trips when ordered; and protecting the mail from loss, theft, damage, or unauthorized access. The route schedule identifies approximately 16.2 round-trip miles per trip, 303.07 annual trips, 4,909.7 estimated annual schedule miles, 1,460 estimated annual hours, and approximately 229 boxes. The contractor must provide at least one vehicle with 120 cubic feet of usable load space, suitable standby equipment, roof-mounted warning lights, cellular communication capability, and an enclosed, waterproof, lockable mail compartment. The contractor must submit an operations plan addressing normal and contingency operations, supplier capability, past performance, financial capability, equipment, substitute drivers, weather, breakdowns, and extra trips. Contract personnel requiring access to postal facilities or mail must complete the specified screening and background-investigation requirements. The solicitation anticipates a fixed-price contract with economic price adjustment, with a contract term beginning November 12, 2026, and ending September 30, 2032; the Postal Service may also renew the contract by mutual agreement.
