Description
The requirement is for comprehensive stevedoring and related terminal services supporting the import and export of U.S. Government cargo throughout the Kingdom of Bahrain. Services include vessel and truck loading and discharge, lashing and unlashing, cargo reception and disposition, staging, storage, onward movement, intra-port transfers, vessel preparation, documentation, tallying and checking, and handling of containers, vehicles, breakbulk cargo, rotary- and fixed-wing aircraft, hazardous materials, ammunition and explosives, and other military cargo. The contractor must provide qualified labor, supervision, contractor-furnished and material-handling equipment, ramps, cranes, heavy-tow capability, maintenance support, staging space, transportation, safety and environmental programs, port access support, and 24/7 operational readiness across multiple simultaneous work sites. The solicitation requires a technical worksheet, mission-essential continuity plan, completed schedule of rates, compliance worksheet, solicitation forms and representations, cost/rate breakdowns, and supporting certifications and licenses. The contract has a five-year ordering period with a possible six-month extension; the estimated evaluated value is $231,000, with a stated 25% estimated ceiling increase producing a total estimated price and ceiling increase of $288,750.
