Description
Brookhaven Science Associates, LLC, operator of Brookhaven National Laboratory under contract with the U.S. Department of Energy, is soliciting qualified small businesses for a Mechanical Services Basic Ordering Agreement. The contractor must provide labor, materials, tools, equipment, supervision, and other resources for mechanical construction projects throughout the laboratory site, with work authorized through individual firm-fixed-price task orders. The scope includes plumbing, low-pressure steam, sanitary and waste systems, chilled and condenser water systems, refrigerant systems, air-handling and air-conditioning equipment, ductwork, insulation, demolition, rigging, equipment replacement, and related mechanical work. The BOA has a base period from November 2026 through November 2027 and four additional one-year option periods, potentially ending in November 2031. The procurement is a total small-business set-aside under NAICS 238220. Qualification requires applicable safety performance, bonding and insurance capacity, relevant federal construction experience, project-supervisor experience, and a technical approach demonstrating the ability to manage multiple concurrent task orders. Responsive offers must include the completed Qualification Criteria Form with supporting documentation, Sample Project Pricing Sheet, and Schedule of Unit Rates. A mandatory virtual solicitation overview meeting and mandatory site visit are scheduled for October 15, 2026; attendance at both is required.
