Description

This total small-business set-aside is a firm-fixed-price commercial construction requirement to renovate the Star Meadows Forest Service cabin. The contractor must furnish labor, materials, equipment, supervision, design, permits, inspections, and commissioning for hydronic and forced-air heating, a propane combi-boiler and domestic hot water, radiant floor heating, air distribution ductwork, two direct-vent propane fireplaces, propane yard lines and regulators, well-pump and pressurized water service, kitchen plumbing, sewer connections to the existing septic system, electrical-panel and circuit modifications, smoke/carbon-monoxide alarms, insulation, concrete work, excavation, utility trenching, selective demolition, grading, fencing, cleanup, and related work shown in the specifications and drawings. The HVAC system requires a deferred design submittal, including load calculations, equipment sizing, controls, layouts, and supporting design documentation. Quotes must include a completed and signed SF 1442, the completed Schedule of Items, a technical proposal addressing the technical approach, subcontracting, sequencing, resources, and equipment, past-performance information for three similar projects completed within the last three years, and a scanned, fully executed bid guarantee with Standard Form 24 and power of attorney. The solicitation states that bid, performance, and payment bonds are required; the bid guarantee is 20 percent of the bid price. The award will use a lowest-price technically acceptable evaluation, with acceptable or neutral past performance required.
