Description
The Connecticut Office of Higher Education seeks one consultant to support the development, launch, operation, and sustainability of new Promise Programs throughout Connecticut. Promise Programs combine scholarship assistance with student supports such as mentoring, peer networks, internships, and other resources intended to promote postsecondary enrollment, persistence, completion, and transition to employment. The consultant will help establish a statewide framework and support the statutory goal of eight new programs by January 1, 2031, with priority for communities serving students in alliance districts. The scope includes community readiness assessments; technical assistance to municipalities and regional coalitions; stakeholder engagement; locally responsive program design; initial and long-term funding strategies; evaluation metrics and data collection; implementation planning; sustainability plans; reusable tools and templates; progress monitoring; and regular, annual, and final reporting. The anticipated contract is for one award, with funding of up to $400,000 and a term anticipated through June 30, 2031, subject to funding and contracting authority.
