Description
The Connecticut Office of Early Childhood is seeking multiple providers to operate Birth to Three programs under IDEA Part C. Comprehensive providers will coordinate referrals, evaluations, Individualized Family Service Plans, service delivery, family support, transitions to Part B, data reporting, outreach, and ongoing service coordination for eligible infants and toddlers with developmental delays, disabilities, or health-related needs. Providers must use natural learning environment practices, the primary service provider model, activity-based teaming, and coaching with families. The solicitation also seeks Deaf and Hard of Hearing Support Providers to deliver specialized statewide support, including hearing evaluations, hearing-aid and assistive-technology support, family guidance, collaboration with audiologists and comprehensive providers, and staff training. Applicants must provide qualified multidisciplinary staff, maintain required credentials and licenses, conduct training and supervision, support Child Find and community partnerships, and meet IDEA Part C and Connecticut Birth to Three procedures. The proposal package includes a 15-page maximum main proposal, budget and staffing templates, financial records, applicable attestations, a completed IFSP scenario for comprehensive applicants, a grievance policy, marketing materials, and other specified attachments. Multiple awards are anticipated, with at least two providers selected per cluster, for a contract period from July 1, 2027, through June 30, 2032. Total funding available is up to $199,568,130.
