Description
The Town of Windsor seeks a qualified multidisciplinary consulting team to evaluate the feasibility of developing senior and disabled affordable housing on a 4.47-acre town-owned parcel adjacent to two housing authority properties. The selected team will assess site, environmental, geotechnical, utility, access, zoning, permitting, and infrastructure conditions; prepare at least three concept alternatives and a preferred site layout; and incorporate universal design, ADA accessibility, senior-friendly design, sustainability, parking, circulation, open space, stormwater, and emergency-access considerations. The scope also includes public and stakeholder engagement, development-model and procurement-strategy evaluation, a draft developer RFQ/RFP, construction and operating pro formas, financing analysis, affordability scenarios, a financing roadmap, and at least two alternatives for relocating existing recreational ballfields. Deliverables include engagement materials and reports, concept plans, financial and financing packages, a ballfield alternatives memo, and a final feasibility and implementation report with presentations. The anticipated planning budget is $250,000, and the proposer must submit a task-based, not-to-exceed fee within that amount.
