Description
The Connecticut Department of Mental Health and Addiction Services is soliciting proposals from eligible private nonprofit organizations, state agencies, and municipalities to establish and operate up to three Recovery Community Centers funded through opioid settlement funds. Centers must provide stigma-free, low-barrier drop-in access for people who use drugs, with priority for people who use opioids or are at risk of overdose. Required services include peer-led recovery groups, individual recovery coaching, family supports, community outreach, overdose-prevention education, naloxone and safer-use supplies, treatment and medication-assisted-treatment navigation, referral coordination, and data collection and reporting. Each proposed center must have a physical location in an eligible DMHAS region, accommodate at least 20 people at a time, serve at least 1,000 unduplicated individuals annually, operate during evening and weekend hours, and maintain at least two onsite staff during all operating hours, including at least one peer staff member. The solicitation requires a separate proposal for each proposed location, a detailed service and staffing plan, work plan, budget and budget narrative, organizational and financial documentation, references when applicable, and specified state forms and certifications. The anticipated total funding is $3,742,834 for three awards, or $1,247,611 per contract, with a three-year contract term and an anticipated start date of July 1, 2027.
