Description
The Connecticut Green Bank seeks one or two qualified consultants to provide ongoing technical, regulatory, economic, and environmental services. The primary assignment concerns a residential solar and energy-storage pilot established under Section 7 of Public Act 26-127. Work includes reviewing statutes, regulatory decisions, tariffs, proceedings, and policies; evaluating interactions with existing solar and storage programs; developing a transparent benefit-cost and evaluation framework; analyzing customer, solar, battery, grid, program-cost, and ratepayer-impact data; modeling expansion or permanent-program scenarios; and recommending program design, eligibility, incentives, dispatch, metering, customer protections, budgets, and participation levels. Additional support areas may include regulatory proceedings and filings, stakeholder working groups, benefit-cost analysis for clean-energy technologies and portfolios, electric-rate and tariff design, compensation mechanisms, distributed-energy-resource analysis, and broader energy-policy analysis. Deliverables may include analytical models, workpapers, assumptions, technical evaluations, reports, recommendations, testimony, comments, and other regulatory submissions. Proposals are limited to ten pages and must identify the support areas and tasks addressed, the proposed approach, relevant qualifications, assigned personnel, three similar-service references with contact information, and proposed not-to-exceed costs. The selected consultant will generally perform under a twelve-month professional services agreement beginning on the effective date.
