Description
The Connecticut Office of Early Childhood is seeking public, private, and nonprofit organizations to implement evidence-based home visiting programs across Connecticut. Applicants must use an OEC-approved model—Healthy Families America, Nurse-Family Partnership, or Parents as Teachers—and demonstrate capacity to recruit, train, supervise, and retain staff; recruit and enroll prenatal caregivers and families with children under 12 months; provide home visits and parent and family groups; coordinate referrals and community supports; and participate in the statewide centralized intake and referral system. Services must support maternal and infant health, child development, positive parenting, and prevention of child maltreatment, with ongoing data collection, screening, reporting, quality improvement, and model-fidelity requirements. The solicitation anticipates multiple awards, including at least one per region, with up to $119,675,825 available over five years and a minimum of $3 million per year allocated to each of six regions. Proposals require a 30-page maximum main narrative, a five-year budget using OEC's template, budget narrative, organizational and financial documentation, an organizational chart, required state forms, a conflict-of-interest disclosure, a statement of assurances, and an attestation of centralized-intake participation. The main proposal must be submitted as a PDF, with the completed budget submitted in the original spreadsheet format; the email submission must be under 25 MB and use the required solicitation number in the subject line.
