Description
The County of Orange Social Services Agency seeks a qualified contractor to provide Independent Living Program services for eligible youth and young adults ages 16 through 25 who were or are placed in out-of-home care between ages 16 and 19. The program is expected to serve approximately 350 participants per contract year and help them achieve self-sufficiency and transition to adulthood and economic security. Services include individualized assessments, service planning, one-on-one coaching, life-skills development, education and employment readiness, housing stabilization and rental assistance, financial-literacy support, health and social-resource referrals, progress reporting, seminars, workshops, and special events. At least 80% of services must be individualized, with group services comprising no more than 20%; the contractor must provide at least two monthly individual meetings for each active participant and at least one group seminar, workshop, or special event per month. The solicitation anticipates a three-year contract with a possible two-year renewal and an estimated maximum funding amount of $7,649,727 for the initial term.
