Description
The U.S. Air Force is seeking a contractor to perform avian-waste extraction and mitigation in Hangar 4 at Joint Base Pearl Harbor-Hickam. The scope includes collecting and disposing of bird droppings, nesting material, and bio-debris; high-pressure hot-water washing at a minimum of 3,000 PSI; surface disinfection with EPA-registered biocide; complete containment and lawful disposal of wastewater and solid waste; humane live-catch trapping with daily inspections for 14 days; and installation of physical exclusion systems such as bird netting, ledge spikes, and wire mesh. The contractor must provide all personnel, equipment, materials, supervision, transportation, supplies, PPE, and related services. Required deliverables include a site-specific work and safety plan, safety data sheets, disposal manifests, and a completion report with photographs, trap records, and exclusion-hardware warranty information. The procurement is a firm-fixed-price, 100% small-business set-aside. Quotes must include offeror information, technical description, delivery/performance schedule, warranty terms, pricing, applicable past-performance references, agreement with solicitation terms, and completed Sections 6 through 9 of the combined solicitation.
